The Groundman provides assistance to the line crews of NineStar Connect's Electric Division.  They are essential in preserving the continuity of line service, maintenance, and construcion functions.  They are accountable to the Line Superintendent for achieving the agreed upon performance results in each functional area.

Groundman shall maintain internal work relationships with work crew to which assigned for maximum learning as trainee, plus external relationships as assigned or as necessary for achieving the purpose of this position, and the agreed upon work results for the department or Cooperative.

Essential Job Functions:                                                                                

Assist the lineman in the various aspects of the line maintenance, repair, and construction.
Act as a "safety observer" for lineman and journeyman when working "hot lines".
Will be required to hand lineman necessary protective equipment needed for work being done, i.e. hotsticks, rubber goods, blankets, gloves, etc.
Gather, inspect, stock, and load the necessary materials commonly used on a daily basis on the vehicle for assignments.
Assist in conducting regular inspections of equipment used by individual and/or members of crews to whom assistance is provided.
Assist in the maintenance of the warehouse and stock yard, when assigned.
Keep work areas clean and organized. Assist with washing and maintaining equipment in good working order. Pick up scrap wire, boxes, and other discarded materials.
Inspect vehicle to assure it is in proper running order for assignments.
Service vehicle at the end of each day's assignments to ensure that the vehicle is operative for any trouble calls (emergencies), or for the next day's assignments.
When necessary, provide assistance to the tree crew in clearing and maintaining right-of-way to insure maintenance of distribution and transmission lines.
When necessary, perform and assist other sections in providing their services.
Perform all essential ground activities in connection with service, maintenance, and construction assignments to be carried out by the line crew.
Develop an expertise in the proper use of all materials, tools, and special equipment and their functions to provide assistance to line crew, i.e. use of hand power tools, protective equipment, etc.
Operate all forms of equipment necessary to assist the line crews in performing their duties, i.e. aerial lifts, digger truck, etc. Prepare and assemble various line apparatus required for particular work being performed.
Learn modern methods to be able to perform first aid, artificial respiration, CPR, etc.
Perform "on-call" duty assignment as a condition of employment when called, and conduct service after regular working hours and on Saturdays, Sundays, and holidays observed by the Cooperative during outages, natural disasters, etc.
Record necessary information on time sheets, work orders and any other source documents.
Keep unauthorized people away from the work area.
Operate radio equipment when assigned; abides by the Federal Communications Commission's rules and regulations when operating the radio.
Perform any other task or duties assigned by the line supervisor, to meet Department's and Cooperative's objectives.
Acquire and maintain a valid Indiana Commercial Driver's license within 6 months of hire date (Class A is preferred; Class B is required)

Working Conditions

Overhead Duties:

  • employee will be in close proximity to work area in case of emergency; i.e. must be able to operate lower controls on line truck
  • must verify proper grounding of line truck
  • may be required to assist lineman in the second bucket while working on lines
  • prepare pole mount transformers and assist with installation

Underground Duties:

  • assemble conduit and place in a trench
  • assist with the installation of various underground apparatuses
  • assist with pulling wire
  • have knowledge of the materials needed and process to strip and terminate underground cables

Physical Conditions:

  • work outside regular scheduled hours to be available for emergency and/or prearranged work
  • willing to work under all weather conditions
  • perform duties involving prolonged sitting, standing, crouching, and/or stooping
  • push, pull, and position tools, equipment, and structural material weighing in excess of 100 pounds
  • lift loads weighing up to 100 pounds
  • work from ladders and at heights up to 100 feet
  • work on smooth or uneven surfaces in varying climate conditions
  • work with both arms overhead
  • grip and hold lines and ropes with up to 75 pounds of weight
  • work with small components and vehicles
  • accurately read and record meter data

In addition to the above requirements, employee must be:

  • willing to travel away from home to technical schools
  • willing to work outside of regular business hours as required
  • able to respond to afterhours outages, emergencies, or other situations within twenty (20) minutes
  • willing to attend safety meetings and abide by the NineStar Connect Employee Handbook.

Residency Requirements

Operations policy states all trades and crafts employees who are subject to "call-in" duty must reside (bonafide residence) within the perimeters of the Central Indiana Power service territory.

Union Membership

This is a bargaining unit position.

Education and Experience:

Minimum of high school diploma or equivalent is required to assume these duties and tasks. A minimum of three (3) months of practical application of skills in a related type of organization is desirable, but not mandatory.
